The Cranberry Township General Authority reorganized its board, welcomed a new member, and reviewed an extensive list of stormwater infrastructure projects at its Jan. 20 meeting, signaling a busy year ahead for drainage improvements across the township.
Chairman John Skorupan called the meeting to order at 4 p.m. in Conference Room 1402 of the Cranberry Municipal Center. All five board members were present: Skorupan, Vice Chairman Jerry Andree, Treasurer Bert Bertoncello, Secretary Daniel Santoro, and new member Denise Etter.
Etter was appointed by the Cranberry Township Board of Supervisors at its Jan. 5 meeting to fill the vacancy created by Anthony Bertolino's resignation. Her term expires June 30, 2030.
The board unanimously approved its 2026 officer slate: Skorupan as chairman, Andree as vice chairman, Santoro as secretary, Bertoncello as treasurer, and Etter as assistant secretary/treasurer. Daniel Santoro motioned, seconded by Andree, with all five voting yes.
Staff members Kyle Beidler, Mike Malak, and Tim Schutzman delivered a comprehensive presentation on stormwater maintenance and capital activity, reviewing completed 2025 projects and outlining 2026 plans.
Among completed 2025 projects, the MS4 Phase 2 Stream Restoration is finished. The Wyndmere Drive project addressed stormwater surcharge issues and standing water by installing new inlets and upsizing existing piping. The Wayne Drive project resolved flooding in the roadway, homes, and yards, with final restoration expected in spring. The Pinebrook Culvert Design and Northfield Road Design projects both anticipate spring completion, with Northfield experiencing delays due to numerous utility lines.
For 2026, staff presented several projects relying on slip-lining technology, where a liner is pulled through existing deteriorated pipe and heated to conform to the interior. Schutzman explained the process and noted a life expectancy of approximately 50 years. Projects targeted for slip-lining include the Joan Street Storm Sewer (rehabilitating a deteriorated terracotta section), Dutilh Road Storm Sewer, Parkwood Drive, and Freshcorn Road. LaPorte Court improvements are also a candidate for the technique, with the Summerwind facility expected to lessen demand on that section.
The Hope Road Preliminary Design is advancing with infiltration testing scheduled for January. Bertoncello asked whether sewer lines were planned along the roadway. Santoro explained there is no current plan but the proposed infiltration system will not block future sewer line installation. Andree inquired about the timeline, and Beidler said the storm sewer portion is anticipated to be completed in 2026.
Staff updated the board on the Coal Run Study, including community engagement results. The timeline calls for a final report and recommendations in spring 2026, outreach and priority project selection in summer 2026, design and permitting completion by winter 2026-27, and potential construction start in spring 2027.
The Fox Run area received attention with survey results showing 113 responses representing approximately 35 percent of households. Staff reported that Ryan Eggleston meets monthly with one homeowner who shares updates with neighboring residents. CCTV inspections have been integrated with the township's GIS database through the T4 Spatial program, allowing users to access video inspections directly through GIS and filter data through a searchable database. Initial outcomes suggest potential upsizing and replacement of storm sewer infrastructure in 2026.
The board was advised that the Summerwind project property closing and sales agreement was executed Jan. 9, with the General Authority holding escrow funds to guarantee required infrastructure improvements.
Under old business, the deed transfer for 1172 Freedom Road was completed Jan. 9.
The board unanimously reappointed Witherel Kalina Law Group as solicitor and approved continued use of PNC Bank, PLGIT, and Univest as depositories. An expenditure reimbursement to the township for Oct. 1 through Dec. 31, 2025 was approved, with Finance Director Jason Jovenall providing an overview. Financial reports and a stormwater delinquent report were reviewed.
Andree expressed appreciation to staff for notable stormwater improvements throughout the township.
The next meetings are scheduled for April 14, July 21, and Oct. 20, 2026.
