3. ACTION AGENDA

A. Agreement Between PSEA/SVEA and Seneca Valley School District - Approved the
agreement between Pennsylvania State Education Association/Seneca Valley Education

Association (PSEA/SVEA) and Seneca Valley School District effective July 1, 2026
through June 30, 2032.

Ms. Zimmer thanked everyone who was involved in the contract negotiations, specifically thanking
Dr. Vitale, Ms. Kirk and Ms. Bobak for their guidance and expertise, and the SVEA negotiation
team. She believes that the contract reflects fair compensation and that the Board stands behind the
teachers. She shared that when you look at neighboring districts, this contract is fair and
competitive. With the state and national trend of less people entering the education system, it is
important that the District remain competitive to continue to attract and retain top talent. She
believes this compensation package will help in achieving that. Regarding health insurance, the
Board has discussed the strain that this puts on the District year after year, and she believes that it
is important to start to make strides towards shifting the costs onto the users. She is in favor of the
agreement and will be voting “yes”.

Mr. Jacobs agreed with the comments that Ms. Zimmer shared. He believes that SV teachers are
some of the very best and has learned that no one has a bigger impact on the achievement and well-
being of our students than teachers. He is very proud of this contract, also sharing that the Board
does have to balance the budget along with having a responsibility to taxpayers. Mr. Jacobs
commented that he believes that during the negotiation process, the administrators were talking
with teachers, and they are the ones that are closest to what is best for the students. He also thanked
the administration and teachers who played a part in this contract and will be voting “yes”.

Mr. Gartner shared that this is an easy “yes” for him, sharing that he would love to have a
negotiations team like SV representing him. He is proud of the work that our teachers have done
and thanked them.

Mr. DiTullio recognized the work that went into this contract and thanked everyone involved.

Mr. Hester motioned, seconded by Mr. Jacobs, to approve the Agreement between PSEA/SVEA
and Seneca Valley School District. The motion carried on a roll call vote with those present voting
in the affirmative.

Mr. Brower wished everyone a great start to the school year.

Mr. DiTullio shared his appreciation with everyone who helped with the Welcome Back Event.
The keynote speaker was Lt. Col. Cook — the first female pilot for the Blue Angels and her
message was very inspiring.

Dr. Vitale thanked everyone that had a hand in putting together the Welcome Back Event and she
is excited to kick off the school year.
