Public Comment
1. Proposed Joint Ordinance Establishing Municipal Boundary – Jackson
& Cranberry Townships
The Boards accepted public comment on a Proposed Joint Ordinance
Establishing Municipal Boundary – Jackson & Cranberry Townships
Dan Santoro, Cranberry Township Manager, provided an orientation to the
maps presented in the room and on the overhead screen. Mr. Santoro also
explained that recorded documents have conflicting information; therefore, the
establishment of the boundary line is necessary. Mr. Santoro indicated that the
proposed boundary line follows current property lines in most cases.
Chris Rearick, Jackson Township Manager, indicated that there is minimal
impact on property owners and reiterated that the proposed boundary line
follows property borders.
The following residents commented on their concerns regarding a new
development on Pattison Street in Jackson Township known as the Kobi
development. Issues raised included stormwater, transparency, buffers, land
surveys without notice, and deed requirements:
Andrew Nedzel, Marc Christian, Julie Panzeri, Chris Leatherow, Lindsay
Hilliker, Amie Huller, and LeeAnn Puntureri
Robin Pikur attended the meeting and asked how the new boundary would
affect property descriptions in existing legal instruments.
The staff and Solicitors noted in response to the question that the
development-related issues were different from those related to the
establishment of the Township boundaries, for which the meeting was
intended.
Regarding the property descriptions, the Solicitors indicated that a Notice of
Filing of the Ordinance would be recorded with the Butler County Recorder of
Deeds and subsequent legal instruments can reference that recorded
document moving forward.

Cranberry Supervisor Bruce Mazzoni inquired about the next steps in the
process.
Dan Santoro, Cranberry Township Manager, noted that ordinance adoption is
next; Cranberry is scheduled for September 3, 2026, and Jackson for
September 17, 2026.
Anthony Cosgrove, Solicitor for Jackson Township, indicated that impacted
property owners would receive notification 15 days after the Ordinance is
enacted, that the Ordinance would be sent to the County by October 1, 2026,
and would take effect on January 1, 2027, and would be sent to the required
Commonwealth agencies by January 15, 2027.
